Appraisal & Collection Technologies, LLC (ACT) is the commercial software division of Linebarger Goggan Blair & Sampson, LLP (LGB&S), which is a national leader in collection services for governmental entities. The ACT product spans the entire spectrum of tax office processing needs, including billing, collections, disbursements, and reporting. ACT’s main office is located in the Linebarger law firm’s Information Technology headquarters in San Antonio, Texas.
The ACT software system utilizes the Oracle database management system. Use of this technology ensures that our government clients have access to high quality, state-of-the-art functionality in their tax offices. This software enables the ACT system to utilize highly intuitive graphical user interface (GUI) forms. The ACT system is modular in design, which permits easy incorporation of enhancements and upgrades.
All data is maintained by a database system that features full activity logging and recoverability. Individual operator sign-ons limit access and function by operator to each feature of the system. Oracle DataGuard is utilized to replicate data in real time to the ACT disaster recovery site located in Austin, Texas. The system also supports Oracle Discoverer’s user assisted report generator. This product allows users to generate specialized reports without need for a programmer.
ACT’s finest resource is its people. The ACT staff consists of more than sixty-five application developers, system analysts, system support technicians, and customer support specialists. We have many professionals with over 20 years experience in the property tax collection field.
Our clients include Harris County, Dallas County, Bexar County, Hidalgo County, Brazoria County, Fort Bend County, City of El Paso, Nueces County, McLennan County, Gregg County, Jefferson County, Galveston County and others.
In December 2018, ACT successfully completed an engagement with RSM LLP to conduct a SOC 1 Type II audit. This serves to reinforce our commitment to our clients that we will always follow “best practices” in order to insure that we deliver a quality product.
LGB&S also maintains NIACAP certification. NIACAP is a Federal program based on the NIST SP 800 series of computer/information security publications. These publications define the standards and procedures for creating a comprehensive Information and Physical Security Program and offer technical guidance for safeguarding information and assets.
