Papers Needed to Transfer a Texas Car
Title
TEXAS DEPARTMENT OF TRANSPORTATION AND STATE COMPTROLLER
WILL NOT ALLOW OUR OFFICE TO ACCEPT TITLES OR DOCUMENTS WITH ERRORS, ALTERATIONS,
STRIKEOVERS OR WHITEOUT.
TITLE - The back of the Title must be completed by the seller.
Include the buyer's name and complete address, the odometer reading, the
date of sale, and the seller's signature. The buyer's signature is necessary
if applicable.
APPLICATION FOR TEXAS CERTIFICATE OF TITLE (FORM 130-U) - This
application must be signed by the Seller/Donor* and the Buyer/Donee**.
Dated sales price and odometer reading must be filled out. This form does
not need to be notarized. The Buyer/Donee's Social Security Number is
required on line 13.
REGISTRATION RECEIPT - Current registration receipt or the receipt
when the license sticker was last purchased.
LIABILITY INSURANCE* * * - The Buyer/Donee will need proof of
insurance that meets Texas liability requirements in his/her name. Current
insurance on another vehicle in the buyer/donee's name will cover the
vehicle being transferred for a period of 30 days from the date of sale.
Otherwise, proof of insurance on the car being transferred will need to
be provided in the buyer's/donee's name.
*Proof of insurance is not required if the vehicle is inoperable and
a completed form VTR-131: "Request to issue negotiable certificate
of title without registration (Title Only)" is submitted.
TEXAS VEHICLE INSPECTION REPORT (Emissions Certificate) Any 2-24
year old gasoline powered vehicle previously registered in a non-emissions
county, which is being transferred in Fort Bend County, must pass an approved
emissions test. For further information on emissions, contact the Texas
Commission of Environmental Quality, 1-888-295-0141.
The transfer can be done in the county of the buyer, seller, or lienholder.
Title transfer must be done within 20 working days from the date of
sale on the back of the Title, or penalties may apply.
We will accept payment by either cash or check. If payment is by
check, the check can be drawn on an out-of-state bank, if you have a local
driver's license, or drawn on a local bank with an out-of-state driver's
license.
*DONOR - The person who gives a car to another person as a gift.
**DONEE - A person who has received a car as a gift.
